Lebanon has been a Party to the WHO Framework Convention on Tobacco Control (WHO FCTC) since March 7, 2006. Tobacco control measures concerning smoking in public places, tobacco advertising, and packaging and labelling are enacted through Law No. 174. However, the government often faces high levels of industry interference and fares poorly in implementing Article 5.3 guidelines. Its state-owned enterprise, Libanaise Des Tabacs Et Tombacs or transnational tobacco companies are often involved in policy making and collaborate with government officials in corporate social responsibility activities.
